That is the idle adjustment. Turn it clockwise to increase the idle speed, counter-clockwise to lower the idle speed. You should not adjust the idle until your engine is fully warmed up, about 5 minutes of running. Adjust the idle speed to just over 1,000 RPM with the clutch in and the transmission in 1st gear. This is the most load your Bonneville will have at idle speed. You may need a bit of assistance for this, take care to hold the clutch in tightly if you lean over to adjust the idle by yourself.
There is a idle screw that you simply tighten to increase the idle speed or unscrew to reduce the idle speed. look under the hood at the throttle linkage.push the gas and let off of it. when you let off look where it comes to a rest. you will see it comes to a rest against a screw. if you want to idle it down just turn it counter clock-wise. i believe it is star shaped. so a regular screw driver wont work. hope that helps. this should be quick and easy 2 min job

Power brake boosters work off vaccum. If there is a slight leak in one of the vaccum lines engine speed would have to be increased to make up the difference.Hence the reason they seem to work fine above idle.

Not exactly. Idle means not working. Lazy means not wanting to work. Someone can be idle (with no work to do) who is not lazy.
If the engine is electronic, engine speed at low idle and high idle is controlled by a computer. If it's an older engine, a set of weights and springs work together inside the governor part of the injection pump to control low and high idle. In between these speeds, your foot does the job on the accelerator pedal.
Most auto parts stores have inductive input tachometers (one side snaps over a spark plug wire, the other to chasis ground) that do a pretty good job for routine tune-up work.
