The sensor can either be an RTD, resistive thermal device or a thermocouple.
In the case of RTD, the resistance of the device changes with the temperature.
This resistive value is sent to a calibrated meter or gauge. A RTD device is far more accurate than a thermocouple. Plus or minus .1 of 1%.
In the case of a thermocouple a small voltage is created by the device which varies with the temperature. This is sent to the reading device or gauge. Plus or minus 2 0r 3 degrees.
Replace the outside temp sensor first.If the car thinks it -32 outside,then the air will not work.

sounds like your outside temp sensor is internally open, you will have to replace the sensor, its location depends on the model and year of your car, also the ac works in with the outside temp, if your sensor is faulty then the ac will not function properly,
If you are talking about the outside temp sensor, it is near the horn on the drivers side front. I t has a probe sticking downwards. Clean the probe from mud and dirt and the sensor may work again, if not a new one is needed
on the front of the car and below the number plate and in the centre of the grill
On most cars the outside air temp sensor is located on the radiator support , behind the grille.
The outside tem sensor is located under the front of the car just under/front of the radiator. Dont know which relay it is.
You need to buy a new outside temp sensor ($15) It's located between the Radiator and the Bumper of the car (Looking from underneath the car)

Same thing happened to my 97 buick Lesabre, I had to have mine replaced. Senor was was higher than outside temp so the a/c was not coooling the car. Sorry i can't tell you how to replace but it was not very expensive.
It is located just behind the spoiler area in the center of the car. In front of the radiator/intercooler.
The air temperature sensor works regardless of your location. It does take a fraction of a minute to calibrate, however.
