Simple Level valve could be referred to an ON - OFF valve where as control valve could be referred to an analog type of valve. On - OFF valve is for a crude control of level, while control valve is used where a fine level control is needed.

Generally there's a spring holding the valve close, when the internal pressure is great enough, the valve opens - until the pressure drops. In some applications, there's a weight holding the valve closed.
When the air pressure reaches cut out pressure, a pop-off valve opens up and releases air to bring it down to operating pressure. Cut out pressure is between 115 - 135 PSI in accordance with FVSS121... most manufacturers set their cut-out pressure for 125 PSI. There are several of these valves... on the supply and service tanks, as well as in the brake system itself, as the brake chambers themselves are governed at 90 psi.

If your brake fluid is also running low, you probably have a help in your cruise control brake pressure sensor. The brake fluid shorts out the sensor and eventually you'll blow the fuse for the abs, AC, and spedometer/odemeter. Replace the brake pressure sensor. Its under the master cylinder resevour.
