How do you take off right side fender skin to get at front hood latch?

Unfortunately, the bolts securing either fender are only accessible with the front hood opened. Better to go from underneath at the front (put car on a lift) or through the grille.

Just had this happen to me... hope you don't mind unbolting stuff. I had my car parked for a year, and the latch had rust shut. The hood release cable wasn't able to budge the release at all. Unbolt the bottom bolts and screws of the front fender. That should leave the top part under the hood still attached. You should be able to pry the bottom part of the fender enough to work on the latch from under the car. Pull off the bottom part of the fender as much as you can. Go underneath the car and locate the hood latch. Take a 10mm wrench and remove the three bolts holding the latch in place. Remove the hood release cable from the latch. The hood should open now. I had this problem when my civic was in a front end collision. I opened the hood and pounded out the dents with a rubber mallet, but then the hood wouldn't latch. The hood is curved and by pounding out the dents in the front, i had bent the front of the hood upwards, making it impossible for the latch to fully engage. I solved the problem with a few well placed mallet blows near the middle of the hood, which brought the front end of the hood back into its more natural position. This might not be the optimal solution if you hood isn't already banged up, but it might set you in the right direction. I had this problem when my civic was in a front end collision. Depends what year you have. Mine's an 02. In mine, the hood release is on the driver's side near the floor at the base of the door frame. After you pull that latch you have to release another latch which is actually under the hood itself. On my 02 the second latch is right under the front of the hood just about where the J is on the JEEP logo on the hood.
