There are two rubber buttons next to the clock/radio display. Just push those in with a pen or needle until you have the time where you want it. On the right front of the radio display, there are two buttons, the one at the top marked with an "H" for hours and one beneath it marked with an "M" for minutes. Loosen the set screw.
The timing marks on a '97 Dodge Stratus are located on the timing chain and the camshaft sprocket. They must be aligned to set the initial timing.
