You do not have to "set up" the feature. All you need to do is hit the lock button, release, then immediately press & hold the top button (it looks like a incomplete circle) for a few seconds until it starts. Keep in mind that you cant go anywhere until you insert the key & turn it to the on position.

Have you checked the air filter? Fresh Gas? Battery amps?Does the starter spin and not engage? If so it is your starter solenoid.
Look in your owners manual to see if anything is in there about programming it and if nothing you will have to let the dealer do it.
