Well, I too am having the same problem. Decided to take the lower control arm to a machine shop and have the rivets pressed out. I drilled and chiseled off one end of the rivet, but as you found, they won't simply punch out. Just drilling/chiseling the heads was enough for me. I'm done. It's far simpler now to just remove the control arm. A shop will have them out in minutes with out damage to the arm from off any off center drilling. In the morning, I'm off to the shop with the part.
