Chances are is that the lower bolt is hidden out of sight by the bumper which would need removing in order to gain access to it, not clever! but i don't ever recall seeing anyone having to remove the bumper to change a bulb (not even on c5's which are awkward), generally a bit of cursing is involved but I'm pretty sure they're accessible with out removing the headlight (a small mirror & a torch will help see into the back of the headlight unit).
For nearside foglight, jack car up, remove nearside front wheel, undo bottom of inner arch (black plastic) have an assistant pull this back and hold this up out of the way. Remove securing bolts from foglight and slide out towards yourself and unclip electrics the foglight should now slide out easily. Refitting is the reverse of removal. Don't believe all you hear/read. You do NOT need to remove BOTH wheels or the front bumper or take it to your citroen dealer. I changed mine in 30 minutes

To change a Citroen Berlingo bulb, disconnect the bulb from the wiring plug, and then remove the bulb holder from the headlamp light unit. While changing the bulb, make sure to squeeze the legs of the spring clip on the bulb holder together to ease its release. Afterwards, replace it with the new Citroen Berlingo bulb, and secure it with the spring clips without touching the glass. Lastly, put the bulb holder back into the light unit, and connect the wiring plug back into the bulb. After changing the bulb, always check to see if it s working.
Remove long piece of trim which will then allow you access to the fixing bolts. Remove these bolts and the belt will come out
After 2 days of screwing with mine here is what I found: Open the hood There are 2 clips on top of the headlamp unit. Lift them. Pull the headlamp unit away from the vehicle. In back of the head lamp you will see a small round cover. Remove that cover and you should have access to the bulbs. Disconnect the wiring harness from the bulb. Remove the headlamp bulb by turning the socket counter clockwise. Install the replacement bulb by turning it clockwise. Re-assemble the headlamp.

The headlamp unit on an Astra van is changed by removing the wiring harness, unbolting the assembly, and lifting it from the vehicle. A new unit can then be put into place and bolted in.
Your best bet is to remove center grill 1st. Then, access to the headlamp is much easier. You might also have to remove trim piece unde headlamp but, it simply pops in. Also, on those headlights, there is a center reflector piece inside the lamp itself. This is what the bulb goes in. Unfortunately, it is common in these cars that this piece becomes detached from the headlamp unit and floats around inside there...causing your beam to be up or down.
