The fuse panel for a 2003 Jeep Wrangler is located behind the glove box. The owners manual describes how to remove the glove box to access the panel. Removing the glove box is simple.

When you open the glove box look for the strap on the right side of it. Slide it out of the slot on the glove box. Be sure to hang on to the glove box, because it will now drop open. Open the box far enough to allow the hinges to slide out from the dash, and remove it. Once you do it, it's no problem.
