If you are opening the front hood, there are 2 latches on the front part of the grill. Just pull them out. This won't flip up like a regular car hood, you'll have to work it out. All it is, is a plastic cover to access some components. Not to be used for storage.
If you are accessing the engine compartment, there are two half twist locks on the panel, under the carpet, just twist and lift up on the cover to access the engine compartment.

you have to pull hood release then get out of car and pull up on the hood like you were to open it. then get back in car and pull hood release again. then get back out of car and open hood that should work. i have a 1999 Volvo v70 xc awd cross country and that's what i do for mine. ;)
