You first have to lower the rear window. If the switches don't work you need to remove the carpet covering the tail gate then remove the metal cover from the tail gate. You will need to reach inside and disconnect the window from the arms that raise it so that it can be lowered. once it is lowered you should be able to open the tail gate.
Open the tail gate. Then look at the inside of the truck where the tail gate cables are and you will see 2 small screews, Remove them and the light will come out of the truck body.

Open the tail gate and look inside at the side of the bed where the lights are on the side of the bed and you will see 2 small phillp screews. Remove them and the light will come out.
Open the tail gate and look at were the straps that hold the tail gate are at on the sides of the bed. Now look at the 2 Phillips screws and remove them then the light will come out.
Open the tail gate and disconnect the upper end of both cables, hold the tail gate aprox half way open and pull it up and out on the passenger side first then the drivers side.
Drop the tail gate and look on the inside of the bed where the tail gate straps hook to just behind the tail light. You will see 2 small screews that hold the light in place. Remove them.

There are two screws on the inside of the tail gate that have to come out and then you just work the covere off to get to the bulbs
Open the tail gate and look at the cable that holds the tail gate and where it bolts to the side of the bed, You will see 2 phillps screews, remove them and the light will come out.

The tail gate relay is inside of the tail gate itself. You have to dismantle the interior panels first. Once inside, you will see a large black box (about 4" x 6") that everything seems to be plugged into. This is actually the relay. They are like $80 at NAPA and they actually have a listing for them.
