(Option A -There is a 2 part putty that works well and is available at most auto part hlouses. Its is designed for this purpose.
(Option B- DO NOT WELD unless tank is out of vehicle and filled with CO2 or water to prevent EXPLOSION. This should ONLY be performed by an professional.
(Option C- is a piece of fuel line that squeezes into the hole then screw a bolt into the hose to expand in and seal. This works well if your stuck on the side of the road and need a way to ge home.

.if leaking from tank area it can only be, a leak from the tank, a leak from a fuel line or fuel line fitting,or a leak from the filler tube to the tank. ask your mechanic why can he NOT find the leak when obviously there is a leak.maybe you need to go to a better mechanic
Other than the tank rusting thruogh, I would expect the leak to be from the hoses at the fuel pimp or the fuel pump seal.
You are looking for a vapor leak from the fuel system. Check the gas cap, lines and hoses from the tank to the engine.
