It is not on the tire at all. Depending on the vehicle, it's either on the axle, steering knuckle, or elsewhere.
Bring to a shop that has an ABS scanner to determine problem. It can be many things including wheel sensors, ABS pump, or bent ABS ring located on your CV axle or rear hub assembly.

yes. I'm not sure if the speed sensors for the ABS are located at the wheels or in the diff though. if they're at the wheels then you may be able to remove them from the old axle and attach them to the new, "non-ABS", axle and make it an ABS system.
