You need to get a clay bar from an auto parts store (in the section with the car wax). Wash the car with very warm water and have the clay bar ready in hot, sudsy water. Rubbing the clay bar on the foam overspray will remove it. The only problem is that it also removes the wax. You will need to re-wax after removing the foam.

It is simple....you need to use a clay bar and clay bar lube. Clean your car completely, then spray on the lube and then rub the clay bar over it, like magic it will come off!!! Well ideally you wouldn't use 'bug and tar remover', you would actually want to clay bar your car. Its the same principle as using 'bug and tar remover' but does a much more thorough job of removing the contaminates that can get embedded on the paints surface. By removing the contaminates you allow for a better bond between the new wax and the paint. Rub your hand across the paint before using a clay bar and you'll feel lots of little bumps from the debris. Rub your hand after the clay process and the wax application and it will feel as smooth as glass. On a separate but similar note, you can also clay bar your glass which will prohibit water from clinging and allow for you to see easier while raining. Hope this helps.
