Even though the A/C unit is outside, the breaker for it will be in the entrance panel box inside your home. It should be clearly marked.
First thing i would do is check the power going into the contactor. If no power there then i would check it at the disconnect box.. If no power there then i would go into the breaker panel and check the breaker for it..
You will need a multimeter to check a 220 volt breaker. You should unplug appliances that go to that particular breaker. Use the multimeter at the breaker to check the voltage. If it shows 220, then the breaker is okay. If it doesn't, then the breaker is no good.
Depends on the rules of the mobile home park. Many have strict rules about this.
Check the voltages on the other receptacles in the home. If you find other lower voltages go back and shut that breaker off. Go through out the house shutting off the breakers that have low voltage on them. If other ones are lower see if you can establish if the voltage drop is on the same bus breakers. These will be every alternate breaker. If the breakers that you shut off are every other breaker then the problem is with the incoming utility supply. Give them a call and get them to read the voltage at the meter base. If you can not find any other low voltages in the home then shut the breaker off to that circuit and change the receptacle out for a new one. If the voltage is still low after replacing the receptacle, it could be the breaker that is feeding that circuit.

One can purchase a used mobile home directly from the current occupant. Additionally, mobile home retailers can carry used stock. Check local classified ads or contact a local retailer.
Mobile Homes are NOT cold as a rule. -There may be a problem with your furnace or baseboard heaters. Get a good handyman to check it over.
Check with your manufacturer. My (ancient) mobile home has a small metal placard affixed on the outside that says "water intake", which is where it is located (under the home). Newer models have a valve inside the home, but the location varies. Check near the shut off valve for the hot water heater.
