When you say "change" do you mean the high beam headlight itself or to change from high beam to low beam? To change from low beam to high beam or visa-versa you lightly push the turn signal arm towards you.
As for the high beams, I haven't had to change mine yet but I would imagine it is the same as changing a headlight. There should be two screws, you may have to remove the plastic chrome molding around the headlight to get to the screws. Sorry if this didn't help. I'd double check on my truck but it's -5 below right now.
I have a 94 and it was simple...pop your hood, if it's the driver side, it's easier to get to...reach in and turn the light a 1/4 of an inch to the right or left and the bulb will come out...On my passenger side I had to take the 6 screws holding the grill out and pull the grill towards the bumper and wala....

I dont know about the '99, but on my '95 the high beams are activated by pulling the turn indicator lever towards the driver. Pushing it forward turns them off again.

On a 95 Jetta you push the lever forward to keep the highbeams on pulling it is just to flash them. also make sure you have the main light switch turned on as well.
