Are you getting power to the system?
Vehicles have either a carburator or injectors but not both. It's impossible to answer your question.
Based on the information, I assume it is the fuel filter you changed, that you have good spark and have done a fuel pressure check. I doubt that ALL the injectors would be clogged. I would think the fuel pump is faulty.
Check to see if fuel injectors clogged/ or fuel injectors getting power (requires special noid testor) . I take it you checked fuel pressure at fuel rail.
Faulty fuel pump. Faulty fuel pump relay. Faulty fuel pressure regulator. Clogged fuel filter, pickup, or line. No fuel in the fuel tank.
the injectors are not getting an "impulse" from the ecm telling them to open. did the ecm get wet? if not check for bare/chaffed wires in the engine compartment that run to the injectors. one or more of these wires could have a bare spot on them and when they got wet, the wires could have "shorted out" and will not send the impulse signal to the injectors from the ecm.
rough idle, execsive smoke from exhaust ,low power could all be symptoms of bad injectors . also check the delivery pump pressure it could also cause the same symptoms
Just because you hear the pumps hum does not mean they are working. Also, where is the third pump? There should only be two, one in each tank. I am not aware of an F250 with a high pressure frame rail pump, how old is the truck? Have you pulled the fuel filter and checked for restriction? What happens when you pull the line off and turn the key on? Does fuel come out? When you say no fuel is getting to the engine, do you mean you have no fuel pressure, or the injectors aren't spraying anything? Could it be that fuel is getting to the fuel rail but the injectors are not firing? Could it be that you are getting some fuel pressure, but not enough fuel pressure? What if your fuel guage is wrong, and you have two empty fuel tanks? These are questions you need to answer to eliminate things down to your cause.
Could be poor or no fuel pressure due to a bad fuel pump. Also check the fuses.
It could but not likely. Do a fuel pressure test and be sure to replace the fuel filter. If you have low or no fuel pressure I would suspect the fuel pump is at fault.
Try a new Fuel filter, or a new fuel pressure regulator. Also check if the fuel pump is working, it could be electrical. Usually you can hear the pump buzzing if you're close to it.
I also have a 94 350 that I built from scratch and have the same problem. Could be anything really. Out of time, TB rebuild, clogged injector. You may want to start with making sure it's getting good fuel pressure out of both injectors, if not you could either have the fuel pump going out or a clogged fuel filter.
