Using your brakes
When a driver applies the brakes quickly, inertia causes the book to continue moving forward momentarily before friction and the force of deceleration from the car's brakes eventually bring it to a stop. The sudden stoppage of the car transfers inertia to the book, causing it to move forward until external forces act upon it.
If you are driving on wet roads there is no way to avoid those effects. Most brakes dry out very quickly when applied.

You should have your brakes cleaned! Or have a mechanic look to make sure nothing is wrong. My neon does this and after driving a while it stops. Sometimes rust,dust and dirt particals get on the drums !!

It can wear out your rear brakes prematurely if you do it for a long distance because the emergency brake pedal/handle just applies constant pressure on the rear brakes as if you were putting your foot on the brake pedal. It also kills your gas mileage.

its recommended you put traction control on when driving in icey conditions, the car will still slide if you apply the brakes or accelerate quickly tho
