most electric trucks can be fine tuned by a forklift engineer using palmtop computers, such as a Cesab blitz model (bright green trucks) can be adjusted to provide different speeds whilst moving and also lift speeds. if the mast lifting speed is still sufficient this usually rules out battery problems, i suggest contacting a service engineer or the manufacturer. and also check you haven't caught the "snail pace" button used for inching duties. (usually positioned on the steering column if there is one) cant really give much more advice without knowing the make of truck, hope this helped :)
