The definitive answer is, YES, and, NO. First, the "no"... If you are concerned with traction during normal street driving, don't be. Tires are designed to work in a variety of temperatures and so hot or cold roadways matter very little. Of course wet or icy conditions do matter so slowing down a bit is a very good idea. Many modern vehicles have traction control devices built in, making traction problems even less of an issue.... The "yes".... If you drive any kind of race car, track temperature can make a huge difference in how the car performs. There, air temperature (overall density) especially cooler air will increase engine output, making a drag car that has marginal traction, suddenly begin to break the tires loose on the starting line. In a round track car (like NASCAR), track temperatures can affect how much side loading is possible without a loss of steering control. Crews monitor track and air temperatures closely and make adjustments to meet or anticipate changing conditions. There are countless articles that deal with this subject.
