Im not sure how 'bee honey' itself could damage anything. Homeowner's policies typically excluded damage caused by insects. // NOTE ADDED: Bee hone decays once the bees are dead, and the process can cause rot as well as damage to drywall and other building materials. Leaving the honey in the walls can cause major issues.

Insect damage isn't covered by homeowner's insurance. Kill the bees with Sevin dust then block the entries, no reason to tear up the foundation. DO NOT JUST SEAL THE ENTRIES, that's likely to force the bees into the living areas, and if you think it's lousy to have bees in the foundation, having them inside is much worse. Ordinarily, I would say get a bee keeper to take the queen but I don't think any bee keepers are equipped to dig into a cement block wall.
