Some states are beginning to require licensing for even the 49cc. For example, in Colorado, they now require that the operator be over 16 and have at least a Class R (regular car license) to operate a 49cc scooter. That shows the person traveling in the roadway is familiar with traffic laws. I would imagine that the P50 falls in the same category.
