you dont have to be moving at all, you just have to have the key on and get hit in the front with enough force to make the air bags deploy

Absolutely. The sensors that detect crash impact strength cannot distinguish what the object is that was hit. Certainly if this was a head-on with another car, you would expect those air bags to work. I believe that the sensors only signal the air bags though on crashes exceeding 15 MPH. If they don't deploy in a crash, then the airbag system is not operating correctly, and needs to be checked out at a manufacturers dealership.
Yes, I hit a deer going 45-50 MPH...I would have thought the air bags would have deployed...the body shop said I was lucky they did not though.
