Sounds like the low oil indicator. If you look under the hood you should find a handle (probably yellow) that when you pull it a long metal stick comes out, somewhere near the bottom of that stick will be a scale with E and F on. If its near E it needs more oil. The oil does not go in the hole you just pulled the stick out of, there's probably a cap with oil written on it near the top of the engine.
I should be able to answer your question if you say which YEAR of Ford Windstar ( I was looking at the 1996 Ford Windstar owners manual and it doesn't have any warning lights above the engine temperature gauge )

on the dashboard of my 2005 325i BMW there is a warning light that is not shown in my manual. the entire car is light up, and at the back left rear there is a red lamp light. To above statement: A light is out and needs to be replaced.
After correcting the cause of the fault the vehicle must be driven above 40kph to reset the ABS warning light.

On a 1999 Ford Windstar : The warning light that looks like the shape of an engine is the " check engine " warning light . That means that something has been detected that is effecting the emissions of the vehicle The one that shows " O/D OFF " means that the overdrive has been switched off or if it is flashing that means that a problem has been detected
Fill the tires above 30 psi. Then with the vehicle off and in neutral you press the button under the steering column for > 5 sec. until the light blinks.

Oregon Driver's Manual says it's dangerous, but doesn't say anything about it being illegal (the recently instituted cell phone law is just above this part, so I trust that it's the most current Manual)
