Depends on several factors - if it is tied or not those that aren't tied usually don't "pop" due to the lack of pressure built inside the bag however the bags that are tied tightly will most generally "pop" at some point while in the truck if they are not "popped" from the pack cycle.
A bag which is not tied at the top however, may still pop depending on how/where it lands in the hopper when the garbagemen throw it in - this too can determine if there will be any trapped air in it (and it will therefore "pop") when the packer draws the load into the body.
Nearly all bags will pop if they are in the pinch point of the packer blade, especially if there are other bags behind them.
Another determining factor is the type of packing mechanism, those that mutilate the waste rather than flatly compress it with moving walls or plates - examples such as screw compactors, revolving drum compactors and the like will usually tear and rip the bags open before any air can build up inside.
