on all Chrysler vehicles that i have seen you can only have either the fog lights on or the high beams. the reason is if you run both it puts a strain on the electrical system and could actually cause a fire in the steering column there is a way to get them to both come on at the same time tho i don't recommend it. if you want its your vehicle you'll have to do some research on how tho.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.
Low beams and fog lights if equipped. High beams only light-up the fog more.
Fuse or dimmer switch is the only answer i can think of if lights come on but just won't go from high to low or visa versa
hmm as you ask what happened to high beams, i am going to assume that low beam works. id this is correct i would say that your low/high beam switch needs replacing
I think the low beam lamps have two filaments. So it's possible that those low beam filaments in the "low beam" lamps are burnt out. When the headlights are on dim, only the two outside bulbs burn. When the high beams are on then all four will burn.
Believe it or not, you might have 2 BURNT OUT LOW BEAMS. Ive seen that a few times.

I have a 99 Grand Cherokee and the driving lights are turned on by pulling on the button located at the top of the head light switch on the left side of the column, Note that the driving lights will only work with the low beams and will turn off when you switch to high beams. If you search the net you can find a way to have the driving lights and high beams on at the same time, this usually involves modifying a relay under the hood.
the high beam indicator is only on when the high beams are on
I have a 98 sunfire gt and i have only high beams which only switch on sometimes and no low beams just day lights my shop told me it could be wiring or turn signal switch they looked and determined it was the switch so i just ordered it. They can be found on carpartwholesale.com or autopartwarehouse.com for only 30 or 70 with cruise control. only need a torx wrench and small screwdriver to replace it just snaps into the wiring harness.
If the high-beams work but low-beams don't... If it's both lights, it's likely the switch is faulty. If only one light fails - it's more likely to be the individual bulb. Remember - there are two bulbs in each headlight.
