The reason this hasn't been answered yet is because insurance is a contract and as a contract, money has to be exchanged.
There are companies that may be willing take take you on a monthly basis if you are willing to commit with a credit card ... But there is a price to pay for that convenience.
At this point, I am not aware of any names for you in the U.S. , but in the UK there is a company called ecarinsuranceuk that is reported to do something like that.
You can check out more on the topic at **1 or can verify the comments added by checking out this page at **2 which also explains that it is more likely to be found in the UK than in the US. A lot of companies in the US want to have either the full payment before the policy starts or at least half of it, which means getting car insurance with no deposit would be almost impossible in the US.
Car hire (which is called a car rental in the United States) companies usually have their own insurance. A deposit is usually required at the time of hire in case the vehicle was to get damaged or stolen. The deposit is something the insurance company wants the car hire place to have.
Almost any car insurance company may sometimes allow people to purchase insurance without a deposit. However, they may also refuse if the information provided is not acceptably risk-free enough.
The cost of the basic premium is cut into nine or twelve equal payments that are to be paid every month for that amount of time. And no deposit is ever required when you have this type of contract with the Insurance company you choose to use for your car insurance needs.
