Check for low coolant
You are low on coolant to the heater core.
Plugged heater core. Try flushing it.
Sounds to me that the thermostat is in backwards.
Thermostat stuck open, if older car possibly clogged heater core- when run at oper temp the hoses going into/out of heater core be sure one is very hot - start with thermostat $$$ cheap & easier than a heater core problem!
If the car is setting in the sun.Heat builds up in the ducts. With my car, it was Heater matrix clogged with radiator sealant. The workshop cleaned it and it's start working fine!

You can not get heat from cold water, The engine has to run long enough to get the water in the engine HOT. That is were you get heat from HOT WATER-- Coolent
your car ac will only blow hot air when there coolannt in the car is finished or the car is oveerheated.
The thermostat could be stuck open.
