A) Depends on where you are from: if your home country is a signee of the driving compact, then your HOME country can issue you a International Driver License, which is an English translation of your home country license. These can ONLY be issued by AAA or the US State Department, in conjunction with your home country. BEWARE of scams offering to sell you an IDP (International Driving Permit)...they are false, and will not save you from a ticket, or even jail time.
B) Also depends on how long you will be in the US/California....after 10 days, or establishing a job or residence, you must obtain a California license.
