VW says it's not allowed, so I wouldn't. Fluid circulating through the transmission while the engine is running cools it, so they're afraid you'll burn the trans out by flat towing it. OTOH, some RV people flat-tow these behind motor coaches and don't have problems. Me? If I HAD to flat tow a Beetle, the CV halfshafts would be in the trunk. Then there would be no way to damage anything.
