You can always sell a car that isn't running, depending on the make, model and year, especially if it is older and/or a rare breed. This is because someone may want to buy it 'as is' for parts. A used car that is not running may be cheaper than trying to purchase all new parts needed for a running car. A good example is replacing a blown engine.
