In some states yes and in others no. Contact your state DMV for more information on used car dealers requirements.
Yes. A car lot is not required.
None that I know of.
Yes
In the state of Tennessee you need a lot that has a zoning for a Dealer License.
You can buy a car without a social security number if you purchase it from a private dealer rather than from a car lot. The car lot dealer has to present it legally in order to transfer the title, a private owner does not.
You could go to ca dealerships and ask if you could rent their license and/ or ability to buy wholesale. Somewhere along the line, wholesale licenses require that you be in business and have a lot.
I am not aware of any state that will allow you to buy a car without a valid drivers license.
no it is against the law for an unlicensed and uninsured driver to purchase and drive a car off the dealer's lot. The dealer will be held accountable, if this person has or causes an accident that takes someone's life.
In Florida, you can obtain a car dealer's license without a physical lot by applying for a "wholesaler" license. This allows you to buy and sell vehicles without a retail location. You must complete the required pre-licensing course, submit an application to the Florida Department of Highway Safety and Motor Vehicles, and provide proof of a business location (which can be a home office or virtual office). Additionally, you'll need to secure a surety bond and obtain the necessary insurance.
No, if you have the owner of the parking lots permission.
I believe the car gets towed to an impound lot,and stays there until you pay imposed fines. Anne
In the USA, you can get a license to buy vehicles with discounts. You have no obligation to sell a vehicle, ever. The problem arises when you are done with the vehicle. If you are a wholesale dealer, you cannot sell to the public. You must have a retail dealer's license which usually requires a car lot, posting of a bond, education, testing etc. In short, it's not worth it just to buy one or two cars.
