Alabama, Colorado, Florida, Georgia, Illinois, Indiana, Maine, Minnesota, Mississippi, Missouri, Nebraska, New Mexico, North Carolina, Oregon, Tennessee, Texas, Utah, Vermont, Washington, and West Virginia

Arizona, California, Hawaii, Nevada, Ohio, Oklahoma, Virginia, and Wisconsin. New Hampshire doesn't have a learner's permit, but at 15½ one may drive with parental supervision in NH.
