Very carefully
Lack of coolant, cooling fan not working, thermostat bad, bad temp. sensor, fuse, relay for the fan, water pump, head gasket, cracked head or block. Without more information, it is impossible to point to anything in particular.
I have a 92 e-150 conversion van and the cooling fan is driven by a serpentine belt. The fan blade should rotate freely because the fan is mounted on a clutch hub filled with liquid and will start the blades rotating once the engine has started.

The fan clutch is a mechanical viscous drive and does not have a relay.
No unless the belt driving the alternator and cooling fan breaks
On my van, we tested the wires going to the radiator fan. After disconnecting the battery, we applied power to just the wires. If they spin, they work.
When starting your vehicle while it cranks the fan should turn and when it starts it will start spining. Worked on that van 3 days ago at my shop
The water pump is behind the pulley of the cooling fan---quite large and heavey
it is either the cooling temp switch or the fans relays htere are two relay one for the regular fan and one for the air conditioning fan together they run about 80 dollars
no need to check, just replace the whole fan that has a little control module in the fan itself to control the speed as well
