It should not be a problem to buy a car in Canada and drive it in Washington State If you want to later register it in the U.S. You will have to do a lot of paperwork though.

It means that the Electronic Stability Program (ESP) of your car is deactivated. Usually there is a button in your car labeled ESP. Press it once and the light will turn off. If not you should send your car to a specialized service for repairing.
