Having a radar detector will alert you when a Police Car with its speed radar is near. The Radar Detectors will produce an audible signal alerting you of this, and will do so far in advance of when you are able to see the Police Car.
I am not aware of any radar detectors that come with an alarm system for the car.

Not all detectors, mostly the lower end models will be affected by radar-based cruise control. There have been some reports of higher-end ones (think Valentine) having problems as well. Many radar producers are working to correct this problem since more car manufacturers are going to Adaptive Cruise Control.
