In a way, yes. But, in order for you to not be held liable for anything happening to that person if they were to get into a car accident, they must be on your Insurance Policy.

In other words, look at your Proof of Insurance card that you are given for the car. It should have names on it below the word Drivers:

If you do not see the person of whom is in question, then they are not on your insurance policy. I think the only time there will be no names would be if the car is a company car, in which case anyone could definitely drive the car.
