No. Turboccharger size is determined by the size of the motor, rpm range, amount of air(lbs/min, cfm,etc.) and pressure ratio required to meet the horsepower requirement. There are turbo calculators that plot the airflow/PR point onto the turbo compressor maps to help in selecting the correct one. The turbo for a 8psi street setup is totally different from a 20psi drag racing setup for the same size motor. Garrett and BorgWarner have their own calculators on their sites, but the one I use is listed below.
