yes it can water can leak into the intake valley and get into your oil resulting in milky oil

Either your head gasket is blown, or your intake gasket is blown. The reason your coolant looks milky is that there is oil in it from the gasket leak. These are pretty much the only places on your engine where oil and coolant can cross contaminate each other. Fix the problem sooner than later, it'll cost less in the long term.
