Yes it can. It majorly depends on the vehicle. Most newer vehicles control the fuel by way of PWM (Pulse Width Modulation) by having the computer provide the ground. Not enough PWM, not enough fuel to the engine, in turn creating a poor mixture for combustion in all cylinders.

Last Point: A lean mixture is more difficult to fire than a rich one.
