They might. The limiting factor isn't the rim diameter, but the overall height and width at the tread. If your current tire is tall and wide enough, then converting to a 28" rim is as simple as buying the matching tires that come out to the same height/width as your current tire. Any reputable tire shop can help you do the math to figure a working combo.
