You can although you will be putting a much smaller tire on and it'll cause your speedometer to be off by about 4 1/2 mph at highway speed (speedo reading 65 actual speed would be around 61 1/2 mph). A better substitute would be a 175/75.
No, this is not a recommended substitute. The 70 series tire will be 3.02% larger in overall diameter. Your power, and fuel mileage will be effected. Your speedometer will read 58.1 at a true 60 mph. If you wish to go to a 70 series tire then go with a 175/70-14 which is almost the exact same diameter.
