Yes. The public parking lots of residential buildings are required to have a certain percentage (or minimum number) of disabled parking spaces based on the number of dwelling units and/or the number of available parking spaces.

The higher end apartments will definitely be the ones built by large companies. Apartments with valet parking, luxurious hall and nice facilities will be the ones that are of higher end. Those that are in busy locations are definitely more expensive.
Apartments in Raleigh, and other cities, do not typically offer any special services for residents. Depending on the apartment there may be a laundry area, underground parking or other amenities.
