It depends on your disaster and which modes of transport have been damaged but let's say there has been a flood and the roads are out.
In the recent floods in the UK we saw a lot of rowing boats being used up and down the streets. A lot of people got out their inflatable boats that they would normally use at the beach. Many bicycles were used where the water wasn't too deep as cars and motorbikes stopped working if water got into their engines. We saw some people on stilts to stay above the water. The Italians sent some hover craft over and they were very good for rescuing people in outlying areas. Helicopters tend to be used quite a lot and the army have some amphibious vehicles that can go on land or water.

The general modes (mobiles, phones, etc.) depend on towers, wires which offer no resistance to a disaster. That means there will be no communication if a disaster kills these modes so each and every country ought to go for such systems which are not dependent on the electric supply, sunlight, etc
