Not using bright lights, turning off music/radio so you can hear traffic at intersections, opening windows at intersections, getting fog lights on the car, and using only low beans on the car.

No...it lights up the fog making vision worse. Fog normally is least dense at the bottom and rarely reaches all the way to the ground. Thats why fog lights are way down low and why low beams are better than high beams when driving in fog.
Unless you have fog lights which are specifically designed for the purpose you are better of using your low beam. Why would you? Fog lights are designed for use in poor driving conditions such as fog or rain at night. Using high beams under those conditions would make matters worse, that's why your vehicles fog lights won't operate when the high beams are on.

go slower. leave your lights on. turn on your fog lights(if you have them) and do not turn on your bright lights!(in heavy fog) it will make it difficult to see for you and other drivers.
You should never use high beams when you are driving in fog because they shine up and ahead which will be reflected straight back into your eyes by the fog. Low beams (which aim downwards) and front fog lights (which are lower) are far better suited.
