You cannot see the Space Station during the daytime because the sky is too bright, and you cannot see it in the middle of the night because it's too close to the Earth to catch any reflected light from the sun. Which leaves right before sunrise and right after sunset as the only viewing opportunities and of course it has to be in your area. The astronauts wear tethers whenever they exit the space station so that they remain attached to the station. Otherwise, without sufficient gravity to keep them close by, they could easily drift away into space.
