If it's like the 1100 I'm working on, there are two torx style bolts but they are a tamper resistant type with pin in the center. Once you get those loose the hard part is done. If you use the proper tools and you will be a much happier person when the job is completed. I happen to have the tool for this because I'm a locksmith and these are part of my arsenal. If you know a mechanic they would also have it.

To lock the steering on a Yamaha V-Star 650 Classic, turn the handlebars fully to the left or right, then locate the ignition switch.
