I had this on an XC70 recently. (The key would turn to get the dashboard lights on, but that was it).
The lock was broken and needed to be replaced.
But the AA man did manage to force the key to work and this enabled me to use car for a few days awaiting the lock with the same code as before.
If the battery is good and the starter is good, then you must have a wire disconnected somewhere.

Could be a few problems, but start with squirting some WD40 in with one of those thin red tubes.
Sounds like a very weak battery.

Do you mean the check engine light does not come on when you turn the ignition on? Possibly the bulb is burnt out.
The ignition swithch has failed and is making a continued contact
Your key could be worn. Try moving your steering wheel while turning the ignition. If the locked steering is in a bind the key will not turn over.
