Because, though the actual 'Last Supper' described in scripture included just Christ and his apostles(Mark 14:17/Matthew 26:20/Luke 22:7-14), Veronese followed his usual format and included many extra people, including 'comic dwarves', pagan German soldiers, someone picking his teeth with a fork, a servant with a bloody nose from some 'accident', and several animals...or as Veronese himself said "figures of my own invention". He was ordered to remove the dog and replace it with Mary Madelene, to which he objected. Then finally he was just told to remove all the inappropriate characters within three months. Instead, he just changed the name.
