Either a defective starter drive or a chipped tooth on ring gear
Manually rotate engine (socket on crankshaft) Make sure vehicle is in neutral is standard and then try to start if vehicle starts probably a chipped tooth if not probably a bad starter drive
some of the early Ford and thunderbird starter motors had a peculiar high-pitched whine when starting up...this was caused by an out-of-phase coil located at the moveable pole piece arm aka pull-in-lever which engaged the bendix...the out-of- phase coil balances the motor from over-speeding and makes the motor less sensitive to normal changes in battery voltage...this particular noisy starter motor was easily identified as it had a fine-thread cable post...
the lever in question had a circumference that matched that of the armature...the result was that mechanical energy from an out-of-phase pulsating magnetic field was transmitted through the lever to the frame when the lever pulled in to engage the bendix...the lever making contact with the frame completing the mechanical path during startup...the whiney sound was caused by the magnetic field being switched on and off each time the brushes made contact with the commutator pads...somewhere around 6 khz...as the armature rotated...
the bendix or other internal parts had nothing else to do with this anomoly...swapping the lever out with another one of different vendor will solve the problem...the newer lever has a noticeably larger circumference and does not reach as deeply into the magnetic field of the out-of-phase safety coil...to my knowledge, there were two or three different vendors who made these motors in finished form, each version slightly different from the others...i have heard the DOAZ standardised frame had been made by zongshan broad ocean...
interestingly, the safety coil had a second internal coil wrapped inside to keep the lever pulled in when the magnetic field dropped away as the torque load on the motor decreased once the engine was started...but this second coil contributed very little effect on the whiney anomaly.
It could be, try shooting it with some wd40 and if it changes pitch or stops it probably is.

The frequency of a sound wave determines the pitch. So if there is high frequency it means that the sound will also be high pitched. If it is low frequency that means the sound will be low pitched.
It has a whole lot more power then a reguler stock starter does. It will turn the engine over faster.
Usually large engines like these are started using high pressure compressed air.
I THINK U NEED TO REPLACE THE STARTER
Sounds as if the starter bendix is staying engaged in the fly wheel. Possible wrong starter or starter needs shimmed down out of the fly wheel .
Kind of! It just depends on how you do a high pitched voice! If you whined while you were doing a high pitched voice, then yes! :)

If it's a high pitched whine, it's possible you need to get a shim or two to help it out. No more than four though!
A high-pitched whine in a Dodge Dakota only when the weather is cold might be a normal thing. When the weather gets cold, the belts, starter and alternator need time to warm up. Try a little drop of dish soap on the fan belt to see if this helps quiet the whining.
One of the causes of a high-pitched whine during acceleration on a 1999 Nissan Maxima is a fan belt that might be a little too tight. A drop or two of any dish soap on the inside of the belt should cure the loud whine. If not, make sure all of the pulleys on the fan apparatus are turning properly.

A dog crys a high pitch whine when it is lonely. Dogs just want attention just like most people. Dogs have always whined since the beginning of time and they always will.
Take off the gas cap and put yoru ear closer to the fill tube and see if it gets louder. The sound is usually the fuel pump. They will go for awhile with that whine but I always found it is their death nell when they start it.
Need to replace the starter. The starter drive ( BENDEX ) is broken. When you turn the key to the start mode it ingauges the starter and the shaft just spends inside of the gear that is made to turn the fly-wheel so engine will start.
